September 2007: NEW AFFORDABLE RESIDENTIAL COMPLEX TO CELEBRATE ADDING 60 UNITS OF QUALITY LIVING FOR LOW INCOME FAMILIES:

A new affordable housing complex for low income families celebrated a grand opening on Monday, September 24, 2007. Otto Mérida Desert Villas is a new 60-unit affordable family development located on East Charleston Blvd. at the intersection of Interstate 95 in Las Vegas.

The attractive and high-profile development is the first new public housing created by the Housing Authority of the City of Las Vegas (HACLV), through its non-profit subsidiary, Affordable Housing Program, Inc., in over 20 years. It is also the first “mixed-finance” development in the state of Nevada—similar to the HUD HOPE VI program—leveraging public housing capital funds with private investment from the sale of low-income housing tax credits.

All of the units at Otto Mérida Desert Villas are set aside as incentive housing for current public housing residents who are working, going to school, or taking part in other economic self-sufficiency efforts.

Otto Mérida Desert Villas located in Ward 3 consists of 27-two bedroom, 30 three-bedroom and 3 four-bedroom detached single-family and duplex rental units, each with its own one-car garage, organized on an 8-acre site. The development includes a Clubhouse and many outdoor activities. The low-density design mirrors ownership housing in the surrounding neighborhood and redefines the image of public housing in Las Vegas.

Financing for Otto Mérida Desert Villas includes private equity from MMA Financial through the sale of low-income housing tax credits allocated by the Nevada Housing Division, HUD Replacement Housing Factor (RHF) capital funds and HACLV Section 8 Reserve funds, and FHLB Affordable Housing Program funds through Bank of Nevada. Otto Mérida has served as the Latin Chamber of Commerce’s Executive Director since 1978 and with over 1300 members the Latin Chamber of Commerce under Mr. Mérida’s leadership has helped diversify the economy of the State of Nevada.
