Communication Process

The City of Las Vegas
Housing, in an effort to ensure compliance with HUD's Effective
Community Policies, developed is Effective Community Policy and
Procedures. These policies and procedures ensure that
applicants, residents and participants understand how to notify
staff when they require communication in a format other than
written 12 fond English. To avoid Fair Housing Complaints,
it would be wise for all PHAs to develop an Effective
Communication Policy, provide staff with training, and then
implement procedures.

Family Night Out

The Housing Authority of
theCity of Las Vegas, in an effort to bring families together,
partnered with the local AAA baseball team, the Las Vegas 51s,
who provided tickets, food vouchers, and souvenirs for our
residents to attend their baseball games. This event was
highly successful and brought families together in a positive
environment. It also afforded children who may never
otherwise be able to attend an AAA baseball game an opportunity
to do so. |

Grants
Writing Workshop for Seniors

The HACLV has approximately
1,300 senior residents residing in its developments.
Recognizing the need to assist its seniors, the HACLV identified
additional funding sources that would assist seniors with living
a more comfortable life while maintaining their independence.
The HACLV worked closely with senior resident council to develop
a grant workshop tailored toward applying for available funds
that also offered the opportunity to experience a variety of
educational and fun-filled events. The workshop taught the
skills needed to seek additional funding to meeting their needs
and interests.

HQS Comps
vs. Assisted Unit System

The HACLV developed an
automated system to analyze comparable units in its data base
that are used to determine rent reasonableness with units
already leased (assisted units). This system was developed
to ensure compliance with HUD's regulations that require rent of
unassisted units to be used when determining rent
reasonableness. The system provides a safeguard to ensure
compliance, and to target comps in the data base for updating of
information.

Quality Control of Comps System

The HACLV developed a system
to document that a percentage of the private units used in its
data base for rent reasonableness where inspected and met HQS
guidelines. While no regulation stipulates that PHAs must
complete an inspection of units used for comps, the HUD IG is to
ensure that PHAs are conducting "true rent reasonableness" and
may determine that comps for which inspections have not been
done as invalid.

Hurricane
Katrina Relief Effort

The HACLV implemented a
Hurricane Katrina Relief effort that included processing
applicants for housing at the actual Red Cross Intake Center.
Incoming Section 8 families were verified via HUD's PIC system
and briefed on the spot. Applicants were provided unit
listings and, when necessary, transportation to the units.
We also accepted applications for Public Housing, using
self-certification and processing the files at the relief
center. Eligible applicants were then transported to their
new units which had been furnished and had working utilities.
The utility companies had waived deposits and connection fees.

Immunization for Seniors

The HACLV, in conjunction
with the Southern Nevada Immunization Coalition, developed the
Senior Immunization Program to assist in the inoculation of our
1,300 seniors who were experiencing difficulty in obtaining flu
and pneumonia shots. The Senior Immunization Program
allows seniors to receive inoculations of the flu vaccine and/or
pneumonia shots right at their front door.

The HACLV, in an effort to
ensure compliance with HUD's Executive Order 13186, developed
its Limited English Proficiency Plan (LEP) to ensure that all
applicants and participants who have limited skills in speaking
or writing English have full access to our programs. To
this end, we developed an easy-to-read brochure in both Spanish
and English as a marketing tool for our LEP program.

its Limited English Proficiency Plan (LEP) to ensure that all
applicants and participants who have limited sills in speaking
or writing English have full access to our programs. To
this end, we worked with the LEP Advisory Committee, composed of
community partners, to develop and implement our Limited English
Proficiency Plan.

Prevention
Program

The Prevention Program
(Strengthen Families) is a program established by the HACLV in
conjunction with state organizations and put into place to help
strengthen parenting skills and family functions of residents
living in HACLV public housing units. The program has
impacted the community by reducing domestic violence and child
abuse and neglect.

Reasonable
Accommodation Brochures

The HACLV, in an effort to
ensure compliance with Section 504 and ADA, has developed a
Reasonable Accommodation Brochure as an educational and
marketing tool. This brochure is easy to read and
available in all lobbies and offices which clients com in
contact It clearly describes what a reasonable accommodation is,
who can and how to apply, and it includes a tear-off
application. This marketing tool has increased the number
of requests for reasonable accommodations. It ensures that
our programs and services are made available to all clients,
including the disabled.

Owner's Guide

In an effort to provide a
marketing and educational tool for potential Housing Choice
Voucher Program (HCVP) owners, the Housing Authority developed
an Owners/Managers Guide. This free guide includes all the
information required for potential owners to understand the HCVP.
The guide is mailed to persons contacting our agency that have
not dealt with the program in the past It includes information
regarding preparing for HQS inspections, samples of HUD forms,
and explains the partnership between the PHA, landlord, and
tenant
|
Self-Sufficiency Through Work Force Programs

The HACLV, has created a
partnership with the Community College of Southern, Nevada
Division of Workforce and Economic Development, to provide a
training program involving job development, job readiness, and
job retention. The curriculum is a three-week program that
sets the tone and expectations for establishing good
relationships with future employers. The program conveys
the seriousness of proper training. The Job Readiness
program has an assessment test which is taken online upon
completion of the training so that Community College can track
clients' completion of the program.

Shifting
Gears

Responding to housing
facility staff concerns, a six-week workshop titled "Shifting
Gears" was designed to educate older congregate housing
residents on basic coping strategies when they exhibit stress
from life-course-related and personal status changes.
"Shifting Gears" links housing and supportive services by
increasing coping skills, identifying and referring individuals
needing psychological services, and working with residents
directly in their environment, thus elimination access
challenges. |
Summer
Your Employment

Through the collaborative
effort between the Housing Authority and Nevada Business
Service, summer employment was offered to youth living in the
Public Housing Units.
